Background
The project involves the rehabilitation of the tramway network in Alexandria, Egypt. The tramway network consists of two lines: the Raml line and the Al Madina line. It came into service in 1863 and is the oldest in Africa and the Middle East.
The rehabilitation will be done on the Raml line which extends about 13.8 km from the Victoria station to the Raml station and then on to Manshya square, serving 28 stations.
The rehabilitation project aims to transform the Raml line into a modern and efficient tramway with modern infrastructure, signalling and traction power supply systems and new rolling stock.
The project is expected to increase the tramway’s capacity from 100,000 daily passengers to 230,000.

The €363m rehabilitation project is financed by:
- Agence Française de Développement (AFD): €100m loan
- European Investment Bank (EIB): €138m loan
- EU Technical Assistance Grant of €8m for technical studies & community awareness campaigns
- Egyptian government: €117m.
Consultant
In March 2020, the client NAT awarded a consortium of SYSTRA (leader), Egis, ACE Moharram Bakhoum and Projacs the consultancy services for the design, procurement and construction supervision of the project until the end of the guarantee period. The contract was signed in October 2020.
The consultant’s scope of work includes:
- Detailed design of civil and arrangement works
- Evaluation of technical and financial proposals
- Supporting the client in negotiations with selected bidders
- Supervision of project implementation
- Preparation of the operation and maintenance model
The civil and arrangement works scope includes track works, power supply, electromechanical equipment and systems, signalling and control systems, telecommunications systems and rolling stock.
