Background
Ghana-Burkina Faso Railway Interconnectivity Project is a proposed standard gauge railway line that will connect Ghana’s Port of Tema with Ouagadougou, Burkina Faso’s capital city. The primary objective of the project is to facilitate trade and development between the two countries through an efficient transportation service for both passengers and freight.
The proposed route starts from Tema Port through Mpakadan, which is currently under construction by Afcons. From Mpakadan, the route passes through Hohoe, Jasikan, Nkwanta, Bimbila, Yendi, Tamale, Walewale, Bolgatanga, Paga, Po, Zabre, Tenkodogo, Manga and terminates at Ouagadougou. A branch line will be constructed to Sheini to provide rail access to the huge iron ore deposits.

Background
The project will be implemented on a Build, Operate and Transfer (BOT) basis.
On Nov 16, 2018, a consortium of TEAM Engineering S.p.A. of Italy and Vision Consult Limited of Ghana were appointed as the Transaction Advisor (TA) for the project.
The TA assists the Governments of Ghana and Burkina Faso to review previous studies, undertake feasibility studies, survey works, preparation of procurement documents, bid evaluation, and monitoring and evaluation.
The TA commenced feasibility study in December 2018.

Recent Developments
The JCE, led by the respective Ministers responsible for railway development in Ghana and Burkina Faso, met between 9th – 14th March to review and approve the draft Final Feasibility Study Report submitted by the Transaction Advisor.
JCE reviewed and approved the Pre-Feasibility Report submitted by the Transaction Advisor, including the preliminary alignment for the proposed railway line.
The Inception Report was submitted by the Transaction Advisor and was discussed and approved by the JCE.
RfQ documents were issued to shortlisted firms. By the deadline of May 6, 2019, four consortia out of the 12 shortlisted consortia submitted RfQ documents for consideration. RfQ documents were opened on May 6, 2019 and three consortia were pre-qualified after evaluation. These are:
- African Global Development SARL / Race Consulting Engineering LP / Kalliergos O.T.M. Consulting Engineering Company S.A. / NS-A Corp / Stichting Actieve Ondernemers Begeleiding.
- China Railway No. 10 Engineering Group Co. Ltd. / China Railway Engineering Design and Consulting Group Company Ltd. / Strategic Initiatives Ltd.
- Frontline Capital Advisors / Mota-Engil Group / Deutsche Bahn (DB) / Siemens AG / AIIM / GIBB / Quadrante / AB & David.
EOIs were opened on May 28, 2018 and 16 firms expressed interest to undertake the project.12 out of the 16 firms were shortlisted after evaluation.
A Joint Committee of Experts was established by a Memorandum of Understanding between the two States to facilitate discussions, planning and implementation of the rail project.
