Background
The Lagos Rail Mass Transit (LRMT) project is an extensive urban rail transit system sponsored by the Lagos State Government (LSG) and being developed by Lagos Metropolitan Area Transport Authority (LAMATA).
The urban rail transit system is being developed through a Public-Private Partnership (PPP) model. Under the PPP, LSG will finance the design-build contract work for the fixed rail infrastructure (track, structures and stations). A concessionaire will provide financing for rolling stock, systems and depots as well as operation and maintenance of the lines for 25 years.

Currently, two lines are under construction: Blue Line (started in 2010) and Red Line (started in 2021).
Blue Line
The line will run over a length of 27 km from Okokomaiko to Marina, serving 13 stations. The stations served include Marina, Ebute-Ero, Iddo, National Theatre, Alaba, Mile 2, Festac, Alakija, Trade Fair, Volkswagen, LASU, Ojo, Okokomaiko. The line will run from Okokomaiko to Iganmu along the Lagos-Badagry Expressway, then on to the National Theatre station and finally Iddo station. From Iddo station, the line will run on the same track as the Red Line through Ebute-Ero to Marina station where it ends.
The Blue Line is being implemented in two phases: Phase I covers the 6-km National Theatre to Mile 2 section, while Phase II covers the 21-km Mile 2 to Okokomaiko section.
Red Line
This standard gauge line will run over a length of 37 km from Agbado to Marina, serving 13 stations. These include seven intermediate stations (Ebute-Ero, Iddo, Yaba, Mushin, Oshodi, Agege, and Iju), three commuter interchange stations (Agbado, Ikeja and Iddo) and three terminal stations (Agbado, Marina, and MMIA International and Domestic Airport Terminal). A double-track line will run from Marina through Iddo to Ikeja station, and finally to Agbado. A single-track line will connect Ikeja station with MMIA Airport Terminal.
The Red Line will be constructed in two phases. The first phase which runs over 28 km from Agbado to Oyingbo will share track with the Lagos-Ibadan Railway from Agbado to Ebute – Metta and then run on a dedicated track from Ebute – Metta to Oyingbo. The second phase runs over 9 km from Oyingbo to Marina.
Financing
The fixed infrastructure of the LRMT is being financed by the Lagos State Government (40%), the Federal Government (45%), and Ogun State Government (15%). The rolling stock, railway systems and depots will be financed through a concession agreement.
Concessionaire
In 2010, the concession contract was awarded to Eko Rail Consortium. The consortium members include Verod Capital Management (leader), First Class Partnerships, and Investec Bank (project finance arranger).
Under the agreement, the Eko Rail will finance, install and maintain the rolling stock, signalling, power supplies, fare collection and information systems. Electric power will be supplied by a 25MW gas-fired power station that will be built and owned by Eko Rail.
During the 25-year operating period, the concessionaire will pay a concession fee to the Lagos State Government.

China Civil Engineering Construction Company (CCECC): Blue & Red Line.
Under a design build contract, CCECC will develop the fixed infrastructure (track, structures and stations).
